Osaka Pref. Brings Fraud Charges against Kagoike

   Osaka, May 19 (Jiji Press)--The Osaka prefectural government Friday filed with public prosecutors fraud charges against Yasunori Kagoike, former head of embattled school operator Moritomo Gakuen.
   It was the first criminal complaint filed by an administrative body in a series of scandals with the school operator at the center.
   According to the complaint sent to the Osaka District Public Prosecutors Office, Tsukamoto Kindergarten, run by Moritomo Gakuen, based in the city of Osaka, swindled the prefectural government out of subsidies totaling some 61.86 million yen.
   Specifically, the school operator received total of some 34.42 million yen in subsidies between fiscal 2011 and fiscal 2016 for 25 teachers at the kindergarten who were claimed to be full-time staff members. But the prefectural government found no evidence supporting the claim. The 25 people included Kagoike and his wife, both of whom were doing other jobs.
   The government also determined that Moritomo Gakuen illegally received about 27.44 million yen in subsidies for preschool children with special needs while providing no special education programs.
