FOCUS: Japan Ruling, Opposition Parties at Odds over Diversity Issues

   Tokyo, July 18 (Jiji Press)--"Diversity" has become an important theme in Japan's House of Councillors election on Sunday, with ruling and opposition parties staking out different positions on issues such as same-sex marriage and allowing people to retain their surnames after marriage.
   The ruling Liberal Democratic Party, home to many conservative lawmakers, was silent on the topics of same-sex marriage and retaining surnames in its policy pledges for the upcoming election. By contrast, most opposition parties support the diversity proposals.
   The rift was most visible at a debate of political party heads hosted by the Japan National Press Club on July 3. When a moderator asked the party chiefs to raise their hands if they supported allowing married couples to use separate surnames, all but Prime Minister Shinzo Abe from the LDP raised their hands.
   On a question regarding support for recognizing the legal rights for lesbian, gay, bisexual and transgender, or LGBT, people, Abe and Natsuo Yamaguchi, head of the Komeito junior partner of the ruling coalition, were the only participants not to raise their hands.
   Abe expressed dissatisfaction with the questions, saying that the hand-raising was "manipulative."
