Ex-Governor, Anti-NHK Party Chief Run in Saitama By-Election

   Saitama, Oct. 10 (Jiji Press)--Former Saitama Governor Kiyoshi Ueda and Takashi Tachibana, head of a party critical of public broadcaster NHK, filed their candidacies on Thursday for the Oct. 27 House of Councillors by-election in the prefecture north of Tokyo.
   The ruling Liberal Democratic Party skipped fielding its own candidate after losing two gubernatorial polls, held in Saitama in August and the northeastern prefecture of Iwate in September.
   Two major opposition parties--the Constitutional Democratic Party of Japan and the Democratic Party for the People--support Ueda, 71, running as an independent.
   Believing that Ueda is positive about constitutional reform, the LDP seems ready to join hands with him if he wins the by-election.
   "I have 16 years of experience as governor," Ueda said before his supporters on Thursday, calling on voters to allow him "to become a bridge between the prefecture and the national government."
