One Month On: Small Miyagi Town Unable to Have Alternative Disaster Response Base

   Marumori, Miyagi Pref., Nov. 11 (Jiji Press)--The town office of Marumori, Miyagi Prefecture, was not smooth in its initial response when wide areas in the northeastern Japan town were submerged due to the downpour brought by Typhoon Hagibis in mid-October.
   The town hall escaped being flooded. But it was surrounded by water, with some 240 people, including the town mayor and municipal government officials in the building as well as local residents, stranded temporarily. Fixed-line phones were down and officials from the prefectural government and the land ministry could not get to the building promptly to respond to the disaster.
   Fiscal constraints and difficulty finding an appropriate site made it unable for the town government to designate an alternative disaster response base, despite the fact that the building is within an area expected to be hit by floods as deep as 5 meters if the banks of the nearby Abukuma River collapse.
   This time, river banks resisted collapsing. However, massive water flooded in surrounding areas from the rainwater drainage system, forcing town officials and residents to use boats as the sole transportation means.
   Marumori Mayor Kunio Hoshina said the town government will fully examine issues related to the relocation of the disaster management base.
