Stopping Vehicles to Be Added as Road Rage Act

   Tokyo, Jan. 15 (Jiji Press)--Japan's Justice Ministry is set to intensify crackdowns on road rage by recognizing acts of stopping vehicles in front of other moving vehicles for the purpose of obstructing their traffic as a form of dangerous driving under law.
   Justice Minister Masako Mori asked the Legislative Council to review the requirements for the crime of dangerous driving resulting in death or injury as defined by the reckless driving punishment law, at Wednesday's extraordinary general meeting of the panel that advises the minister.
   After receiving a report from the council, the ministry will seek to submit a bill to revise the law to the ordinary session of the Diet, Japan's parliament, that starts on Monday.
   The law currently defines dangerous driving as acts of driving vehicles at "speeds causing serious danger" to cut in front of or rapidly approach other vehicles with the aim of obstructing their traffic. Imprisonment of one year or longer and of up to 15 years are imposed for dangerous driving causing death and injury, respectively.
   Mori called on the council to consider designating acts of stopping in front of or rapidly approaching other vehicles on expressways with the aim of obstruction and causing the victims' vehicles to stop or slow down as dangerous driving under the law. No condition will be set for the speed of the perpetrators' vehicles.
