FOCUS: Japan Desperate to Avoid State of Emergency

   Tokyo, April 2 (Jiji Press)--The Japanese government is desperate to avoid a fresh coronavirus state of emergency in a crucial phase ahead of this summer's Tokyo Olympics and Paralympics.
   Instead of declaring an emergency, the government Thursday decided for the first time to take pre-emergency measures against the virus under a revised special law that took effect in February.
   If Japan fails to contain the resurgence of infections in many parts of the country, it will have to issue a COVID-19 state of emergency for the third time.
   That would pose a new obstacle for the huge sporting events, with opinion polls already showing many Japanese citizens doubtful about them.
