Japan Govt Decides to Dissolve Lower House

   Tokyo, Oct. 14 (Jiji Press)--The Japanese government decided at an extraordinary cabinet meeting Thursday to dissolve the House of Representatives, the all-important lower chamber of the Diet, Japan's parliament.
   Based on the decision, the Lower House will be dissolved at a plenary meeting of the lower chamber from 1 p.m. (4 a.m. GMT).
   Later, the government will formalize at an extraordinary cabinet meeting a decision to hold a Lower House election on Oct. 31, with the official campaign starting Tuesday.
