(Update) Japan Govt Decides to Dissolve Lower House

   Tokyo, Oct. 14 (Jiji Press)--The Japanese government decided at an extraordinary cabinet meeting Thursday to dissolve the House of Representatives, the all-important lower chamber of the Diet, Japan's parliament.
   Based on the decision, the Lower House will be dissolved at a plenary meeting of the lower chamber from 1 p.m. (4 a.m. GMT).
   Later, the government will formalize at an extraordinary cabinet meeting a decision to hold a Lower House election on Oct. 31, with the official campaign period starting Tuesday.
   "We must now face the judgments of the people," Prime Minister Fumio Kishida told reporters on Thursday morning. "I'm feeling very solemn today."
   Kishida also said, "We want to fully show what we're aiming for through the election."
