LDP Scraps Plan for Constitution Revision This Diet Session

   Tokyo, June 13 (Jiji Press)--Japan's ruling Liberal Democratic Party has abandoned its plan to submit a draft of constitutional revision during the current Diet session ending on June 23.
   The LDP determined that if it pushes ahead despite resistance from the main opposition Constitutional Democratic Party of Japan and others, that would impact deliberations on a bill to amend the political funds control law drawn up in light of a slush funds scandal involving LDP factions.
   The decision effectively spelled an end to Prime Minister Fumio Kishida's attempt to achieve constitutional revision before his term as LDP president ends in September. The conservative wing of the party is likely to lash out against the failure, possibly impacting Kishida's strategy for seeking re-election as party president.
   In order to achieve constitutional revision by September, it would be necessary to hold deliberations on the draft during the current parliamentary session, after which both Diet chambers would each have to approve it with a two-thirds majority before taking it to a referendum.
   The LDP worked with its junior coalition partner, Komeito, and opposition parties Nippon Ishin no Kai (Japan Innovation Party) and the Democratic Party for the People at the Commission on the Constitution of the House of Representatives, the lower chamber of the Diet, to repeatedly propose the establishment of a committee to draft a constitutional clause that would allow the Diet to extend the terms of its members in the event of an emergency such as a large-scale disaster.
