Tokyo Stocks Rise Slightly; Wait-and-See Mood Strong

   Tokyo, Aug. 23 (Jiji Press)--Stocks extended their gains on the Tokyo Stock Exchange on Friday while trading remained lethargic amid a strong wait-and-see mood ahead of a speech by U.S. Federal Reserve Chairman Jerome Powell.
   The 225-issue Nikkei average rose 82.90 points, or 0.40 pct, to close at 20,710.91. On Thursday, the key market gauge advanced 9.44 points.
