Tokyo Stocks Inch Up in Lackluster Trading

   Tokyo, Nov. 21 (Jiji Press)--Tokyo stocks finished slightly higher in sluggish trading Monday amid a dearth of market-moving factors.
   The Nikkei average of 225 selected issues listed on the Tokyo Stock Exchange's Prime section inched up 45.02 points, or 0.16 pct, to finish at 27,944.79, after shedding 30.80 points Friday.
