LTO vows stricter regulation of motorcycle taxis

MANILA, Philippines—The Land Transportation Office (LTO) vowed to regulate motorcycle (MC) taxis strictly, reminding players in the newly opened franchise areas in Calabarzon and Central Luzon to obey rules.
LTO head Assistant Secretary Vigor Mendoza II said the agency is making serious efforts to rid the streets of illegal or “kolorum” MC taxis to ensure the safety of riders and commuters.
“This enforcement aligns with the Department of Transportation’s (DOTr) commitment to ensuring the safety and convenience of both the commuting public and the riders,” he said in a statement Tuesday.
Mendoza explained that MC taxi companies must submit a master list of their onboarded riders to facilitate the assignment of rider codes or numbers.
“Only those onboarded riders with corresponding rider code or number shall be allowed to operate, and any activation, deactivation, or reactivation shall be submitted to the MC Taxi Technical Working Group (TWG) for its approval,” the LTO chief emphasized.

He also said that the strict implementation of MC taxi regulatory rules underscores the LTO’s commitment to improving transportation options with an orderly system.
“The incorporation of rider codes or numbers ensures transparency and accountability, allowing only authorized riders to serve the commuting public,” Mendoza pointed out.
“This system facilitates easier monitoring by the authorities and offers passengers a sense of security knowing that their riders are officially recognized and regulated by the government,” he added.

The MC Taxi TWG previously announced that Calabarzon and Central Luzon have been designated as new areas of operation for MC taxi services in the country.
This follows the Land Transportation Franchising and Regulatory Board’s (LTFRB) announcement on November 25 that new MC taxi slots were allotted for the two regions.
