New regulation provides up to THB500,000 in remedies to victims

Four victim groups are eligible for remedies up to 500,000 baht under a new regulation that came into effect on Saturday.

Four victim groups under the Prevention and Suppression of Torture and Enforced Disappearance Act are eligible for remedies up to 500,000 baht, under a new regulation that came into effect on Saturday.

The director-general of the Rights and Liberties Protection Department, Em-orn Siangyai, said that the regulation of assistance, compensation and rehabilitation of victims BE 2568 (2025), issued by the committee on torture and enforced disappearance, took effect on Saturday.

In addition to financial compensation, other forms of remedies include legal and social assistance, as well as apologies.The four victim groups eligible for remedies are:


Victims of torture: 500,000 baht
Victims of cruel, inhuman or degrading treatment: 100,000-250,000 baht
Victims of enforced disappearance: 500,000 baht
Spouses, parents, descendants, those living together as spouses without formal registration, guardians and dependents of the disappeared: 100,000 baht
Em-orn explained that the regulation aligns with international standards, providing expedited human rights remedies without requiring legal proceedings and without overlapping with civil remedies.

"This is a revolution in victim compensation in Thailand," she said, adding that the committee would meet on March 26 to discuss further victim assistance guidelines.
