Japan's Ruling Bloc Certain to Lose Upper House Majority

   Tokyo, July 21 (Jiji Press)--Japanese Prime Minister Shigeru Ishiba's ruling coalition is certain to lose a majority in Sunday's election for the House of Councillors, the upper chamber of parliament.
   The ruling bloc already lost control of the House of Representatives, the lower parliamentary chamber, in last year's election.
