(Update 2) Ex-Minister Kobayashi Enters LDP Leadership Race

   Tokyo, Aug. 19 (Jiji Press)--Former Japanese economic security minister Takayuki Kobayashi on Monday declared his candidacy in the ruling Liberal Democratic Party's leadership election in September.
   "The LDP will be born again," Kobayashi, 49, told a press conference in Tokyo, apparently referring to public criticism of a slush funds scandal involving intraparty factions.
   "I'll make this an election to rid (the LDP) thoroughly of its factions," he said, adding, "I won't seek any support from former factions." Several factions have decided to disband themselves in the wake of the scandal.
   Kobayashi became the first LDP member to announce candidacy for the leadership election among more than 10 whose names are being floated as possible candidates.
   The LDP is considering holding the leadership election on Sept. 27, with the start of the official campaign on Sept. 12, according to a party executive. The schedule is expected to be finalized on Tuesday.
