INTERVIEW: Kamikawa Sees Arctic as Public Property for All

   Tokyo, Sept. 17 (Jiji Press)--Japan's Foreign Minister Yoko Kamikawa regards the Arctic as "public property" for all human beings, calling for sustainable utilization of the region.
   Kamikawa, who started working on Arctic policies long before becoming the foreign minister, said in a recent interview with Jiji Press that "Japan should view the Arctic as public property for all mankind and make a commitment so as to prevent clashes of interests in 'the sea of hope' among countries concerned."
   Pointing out that the Arctic is closely related to global issues, notably climate change, Kamikawa said it is science and technology that the Japanese government should capitalize on to carry out its mission.
   Kamikawa launched a group to discuss Arctic frontiers with other lawmakers in the ruling Liberal Democratic Party in 2013 and helped the government adopt its Arctic strategy in 2015.
   She also worked to have the government fund the construction of the country's first research icebreaker "Mirai II," which is expected to be completed in 2026.
